Since this list was only put together by a single person (http://www.time.com/time/specials/packages/completelist/0,29569,2049243,00.html), and not by several, or even voted on by the public, it includes a lot of odd stuff, and is missing a some more recent iconic things, possibly because this doesn't reflect global toy trends, just American ones.
I would have thought something like Pokemon would have been on the list, as it was huge in the 90s, and spawned so many copycat 'battle' type toys.
Not to mention MMPRs - they included TMNT, but MMPR were more interesting toys.

At least Transformers were included...

Holy Crap! - Slap Bands, I remember those! :p:D
Yeah, this list is pretty... questionable, but as Griffin points out - What do you expect for one person's opinion?

Yeah I don't know what half those toys are, but I liked what I liked, they should have at least done a survey of the Time office.

I think their top 10 Cartoon (http://www.time.com/time/specials/packages/article/0,28804,2022485_2022487_2022476,00.html) theme list is pretty good though.

Transformers appears here too, and I love the commentary on the story economy of the Turtles theme song.
