I see there's another "please delete this thread I forgot the poll" message posted.

When I look at the first post of any thread I create (or have ever created) I can see a "Add a poll to this thread" under the "Thread Tools" option that saves me having to start over.

Could other (non Admin) members confirm that they also have this?

Heh, you are right, I have that same option.

Don't think I have ever noticed that before.

I myself though didn't know of this, but then I've never had to create or come up with a Poll. :o

i just added a poll to one of my threads and could not edit it after it was done.

Just added a Poll to this thread. I have no ability to change it now.

So looks like any one can add a poll to their thread but if they need it edited that's still a job for the moderators. :)

I know now that I can add polls, but I didn't know before this thread. So since the poll question is asking Did you know...? (i.e. in the past tense), I voted no.

Since editing of polls allows for changing of the numbers voted, I left that as a Staff-only ability... but like it has been mentioned, if on the off-chance you made a mistake, just get onto a staffmember to fix it.
It's a bit of a hassle, but mistakes rarely happen (as people are careful), so shouldn't be needed often.
