Only if you don't have the one from ROTF, and you don't have a leader/Movie masterpiece Starscream. otherwise it's redundant I think.
I think it's a great mold, I have the ROTF version, I quite like it, it's miles better than the 2007 version. well thought out and looks pretty good in both modes. while there are a lot of seams in the jet mode, they are no where near as offputting as the arm stumps of the 2007 version.
I hate the tatoos, though these aren't as pronounced as the ones on the ROTF version and this paint is nice and shiny.

thing is, I also have the Movie Masterpiece Starscream, so all other movie starscreams are redundant to me now.

I have nothing against this figure but my local Toyworld is selling Leader SS for $49.99. Would rather buy another one of those than pay about the same for a Voyager.

What's with the colored mouth? Is that supposed to be spit?

I was very disappointed when I saw this in the shop. I was very interested when I first saw pics thinking it was going to be more "Premium" like the first movie's Deep Space Starscream, but it wasn't as hoped, as it isn't painted... just colored plastic.
