Oh he is in it. You see him when Galvatron attacks Autobot city.

He's in multiple scenes for very short amounts of time. But most of those times, he replaces Slag or Sludge, IIRC.:)

Chris McFeely makes a reference to this in the audio commentary. The script writer refers to them as the 4 Dinobots.

Nah, otherwise he wouldn't have been in all those episodes in season 3. (Although Windcharger runs in the background of one and he is definitely dead)

Also for some damn reason you can see him in the cockpit of the stolen Quintesson ship when it's about to land on Junkion

Snarl's there the whole time... he just wasn't always in front of the camera. Too busy flirting with the make up girls. :p

From the movie (http://tfwiki.net/wiki/File:G1TFTM_Snarl_cameo.JPG), showing his two appearances. Apparently the movie script (http://tfwiki.net/wiki/The_Transformers:_The_Movie#Animation_errors) only said FOUR Dinobots, so the people drawing the different scenes probably just chose the hardest one to not draw (and some still picked Snarl for at least those two scenes - as I think there is still only four shown in each of those shots).

Ohhh ok...thanks for that link griffin ...must of blink when he came on :) using the picture work out where he appears ....just found him ...37.27 min in the movie ..full body shot... only four of them in the shot as well... Must been an off day for the writer putting 4 dinobot in the script instead of 5 then everyone missed it untill it was too late maybe..

Simon Furman tried to explain Snarl's apparent absence in 2005 in the UK comics by writing that Snarl suffered from corrodia gravis. In 1992 his brain had to be transferred into a real stegosaurus in The Savage Land, leaving only four Dinobots.
