Most likely because of play value. While it does appear to be more faithful to the giant floating head in BM, it doesn't really do much in alt mode as an action figure. The released mould is able to fire a missile seemingly out of its mouth, and also has that insectoid crawl gimmick.

Another unproduced Beast Machines toy is this alleged redeco of Ultra Jetstorm (http://www.tfw2005.com/transformers-news/beast-machines-3/cancelled-beast-machines-jetstorm-repaint-178404/).
Said to be a 2007 release... but I'm not too sure what line that would have been, as the Universe line was over by 2004 (which this would have fitted in best).
Maybe it was done up by Hasbro at the request of FunPub, as a potential BotCon figure.

Well, the robot modedoes look pretty atrocious :p. But seriously, who cares about that - the Grand Mal mode is excellent! So accurate... I'd buy it right now, no question. Besides, it didn't have a bot modern the show so I doubt I'd transform it. It would be a brilliant display piece.
