The release of the Japanese version of RID, under the name of Transformers Adventure(s?), will be March 21st, and as with a lot of new releases in Japan, there will be promotional freebies at selected stores on that date (http://www.tfw2005.com/transformers-news/robots-in-disguise-201x-48/transformers-adventure-ez-collection-campaign-182173/).

The three freebies (with a purchase of 3,000yen) are translucent versions of Legion RID toys, a size class that is called "EZ" in Japan...
Bumblebee (yellow) - ToysRUs.
Steeljaw (purple) - Edion, BIC, Kojima.
Strongarm (blue) - Hakuhinkan TOY PARK Ginza, White Peony Ishinomaki shop, Yamada Denki, Yodobashi Camera.

The pricing is not surprising... and that's only IF they manage to get any, or enough to cover the amount of pre-orders they have already decided to pre-sell. (at least they don't charge until/if they get the items).

It's still better than the $20-40 for just the promo weapons or microns that people usually sell, as these are at least proper sized transforming toys.

Looks like the second wave in April will also have a freebie exclusive in Japan (http://www.tfw2005.com/transformers-news/japanese-transformers-40/transformers-adventure-clear-ez-collection-optimus-prime-prize-campaign-182403/)... this time with Legion/EZ Optimus in translucent red and blue (not just one colour like the other three), at ToysRUs with a purchase of 3000yen of Adventure toys.

So maybe the Legion class just isn't being sold in Japan at all, and they will just keep giving away those moulds as incentive freebies.
