Ebay has a promotion where if you spend $200 (can be multiple items), you will get $50 voucher in July to spend (voucher expires August 2016). This means maximum discount of 20%.

I've never gotten one as well... just made a purchase and realized that the codes don't work.

I don't think you need an invite for the 'Spend $200 get $50 voucher'. You automatically qualify once you buy something as far as I can tell.
