I'd call it more of a gundam (http://www.abc.net.au/news/2018-04-26/japanese-scientists-invent-real-life-transformer-robot/9701190), because it will carry drivers but this is pretty neat.

I remember there being a Japanese company several years ago aiming to do something like this, but in three stages/scales, with a fully transformable, working car being the third stage. (first stage I think was a remote control toy-sized figure, and the second stage was one that was about human sized)
I wonder if this is from that. (I think it was about 5-10 years ago)
