There can be two.

On the wiki we'd have to do something like Jolt (Movie Autobot) and Jolt (Movie Decepticon). Easy.

Hasbro are certainly making this confusing for us. Two characters within the same series/universe with the same name but opposing allegiances.
Is this a first, or have they ever done that before?

Rarely. At least in this case one is an obscure toy-only character and one is an actual on-screen character.

Technically it's Walmart's fault. Jolt and the other Walmart exclusives were supposed to be Universe toys.

Hasbro's likely relying on the fact that Movie1 Jolt was toy-only and thus very obscure (outside of the fandom at least), whereas Movie2 Jolt is likely an on-screen character.

I don't think it really matters. Yeah it shows they are kind of just recycling names, but it kind of adds some realism to it.
It would be like having 2 people called James in different factions.
