I don't know if this is new,
On ebay I was searching and found a seller with Universe Minicons with the 25th Anniversary packaging and they are in individual packs.
They look like the minicons that were part of that kmart exclusive 12 pack. These are probably going to be used as filler for the legends class figures..thats me just guessing though.
