The Joe 5-pack #1 is especially difficult to get hold of, pretty much sold out in all online stores. I just bought mine from ebay 2 weeks ago and received it on Tuesday. :)

Quick Kick, Alpine and Dusty Were only available in DVD 3-4 packs. packaged with generaly very meh repaints. Be prepared to pay for a whole bunch of extra figures if you want them.

I was after Dusty but decided he wasn't worth it. (I'll wait for the inevitable Tiger Force repaint.)

Ebay would be the best bet now. DVD set 5 with Alpine is the one that's hardest to find. Totally shortpacked. Sets 3 and 4 are pretty hard to find too, but they're at least affordable.
