Manaphy can breed with ditto and produce an egg which contains Phione (spelling may be a little off)
And yes, Phione doesn't evolved into Manaphy.
Only way to get Manaphy is through either give aways or getting the egg transferred from one of the Pokemon Ranger Games

Supposedly according to the current bacground Snotlings are a seperate subspecies possesing only just above animal level intelegence, where as Gretchin are more clever and different again. Although Gretchin or Grotz do call anything smaller than them Snotz (I recall this being the case in Gorkamorka), just as an Ork will call anything smaller than itself a Grot so it's difficult to be certain.
