I think it refers to decepticons causing devastation, and not the gestalt mode of the constructicons, based off the language describing the autobots (and the captions near the Sideswipe/Sunstreaker figures).

Possibly. I read it as them misinterpreting the boxes (like called their Prime toys "Autobot Commanders"). We need to track down the prize winners! :)

It's the capitalisation of the "C" in Commanders that makes me think it's the case.
