There was a little bit of glue or something that had mine stuck to the plastic underneath. I just applied a bit of force and wiggled it left and right for a while and it eventually snapped and let me turn the head.
Be careful as the electronics are attached to this piece. You don't want to go breaking him :)
Mine has head articulation now.
This guy had similar issues and managed to fix it during review!

Saw some of those TRU Scan Series toys at Parramatta yesterday. The only one that I can remember was Sideswipe but there was another. I don't recall them being mentioned before but I could be wrong.
Deluxe Ironhide was the other scanning figure.
