It's illegit. Here is a list of all legitimate Smallest Transforming Transformers toys. One easy way to tell them apart is the packaging. The unofficial ones are in a G1-style box and called "WST Robots" with a small copy of the 極小変形 underneath. It has a "Justittoys" logo on the bottom. The word "Transformers" does not appear on the box (in either English or Japanese) AFAIK.
