I saw the Japanese Beast Wars II movie about a month ago.

Nope, nope and nope. Although Majin Zarak was who actually came through the Teleport Gate, it wasn't who Galvatron was originally trying to summon through it.

Was Galvatron trying to summon Megs?

You're right! He was indeed trying to summon Megatron, but got Majin Zarak instead. Not a bad compromise. :p
