Since just about every Lockdown toy has a different face, maybe Lockdown was a design that was changed late to incorporate the gun-face (the hand weapon on the Deluxe toy looks like it, which would be easy to mould up at the last minute than re-design the whole toy to include it as part of the robot).
We've seen how Bay likes to add in last minute visuals through a brainwave of imagination, with no time for Hasbro to change their toys.... like Optimus' swords in the first movie. It was too late to include them in the toy, but Hasbro rushed out a Robot Heroes figurine with the swords, and as soon as they could, they re-released the Leader Class toy with a sword.
