Supposedly according to the current bacground Snotlings are a seperate subspecies possesing only just above animal level intelegence, where as Gretchin are more clever and different again. Although Gretchin or Grotz do call anything smaller than them Snotz (I recall this being the case in Gorkamorka), just as an Ork will call anything smaller than itself a Grot so it's difficult to be certain. Either way your correct.

Seeing as though no one else seems to wanna guess, the answer is B, Pustulio. When Zim develops a pimple on his face in the episode, "Rise of the Zitboy", he discovers that the pimple has a hypnotic effect on the kids at his school and draws a face on the zit and gives it an outfit. Then he uses it in his scheme to take over the world however he doesn't bet on the zit exploding and thus losing his hold over the students under its spell.
