Not sure leige but it sure looks like it. I found it as part of an ebay auction that ended around two years ago.

I'm not exactly the most experienced lego person out there but if we think the amount of space in TF packaging is ridiculous, Lego's 10 times as bad. I opened up a Firetruck Lego today for my lil sister and I to do and there was a lot of wasted space...
It's a marketing tool to make you think you're getting something more substantial than 2 dollars worth of petrochemical product.
Maybe it's their way of giving parents a rough idea how big the constructed set would be... and make them more willing to pay the dollars? :p
