I believe that is a G.I. Joe - Buggered if I know what line though.

I had guessed it was from the short lived Star Brigade series (Hasbro made the series become "alien" themed, which only alienated their "military" fans), so did a quick google search for the Star Brigade toys... and found the Star Brigade BAT.

In the ads for one of them, it was advertised as coming with a 'Hawk' figure (human army general), but the silhouette pictured was that of Action Master Shockwave's art.
