He's a Japanese exclusive Legends toy in the same vein as the more recent United Targetmasters (spend a certain amount or buy a certain something and you get one). Pretty cool eh!
I'd love to get them all (there's quite a few), especially Skywarp but they appear really infrequently on ebay. The only other alternative is BBTS but their prices for them are a joke! I got Sunstorm for $35 inc. shipping, still pretty expensive but he's great and it's a mold I don't have.

Nice photos Deceptic and DD! Crystal clear transformers are so pretty, I'm trying to track down the rest of that set too.
I got a replacement AM Jazz, because my other one's visor is all scratched up, and it didn't come with a sticker.
