Decals should do the trick, mate.

You should be able to pick up printable decals at a local hobby store, then just make the image on your computer and using a colour printer, just print it directly onto the decal.
What more info are you looking for?

As lcz128 said, waterslide decals are the best choice for the number. If he needs to be painted, just get some model paint (eg. from Games Workshop, if you have one) and a small paintbrush and give it a go.

Your best bet is to lightly sand with a high grit sand paper. (you really just want to scuff the surface to prep it for paint)
Always start with a primer, which will get your toy all the one colour that you'll be starting off with anyway.
Tamiya sells good primer (in aerosol cans), either their grey or white stuff is good and always remember to wear proper safety gear when working with paints like that

You can also try isopropyl alcohol to remove paint. Bunnings should have some. It's a spray but I usually dip cotton buds into it and use them to remove paint.

Isopopyl got rid of the red paint but isn't working on the metalic gold and silver, also tried thinners and turps. That paint just won't budge
