I'm no expert, but just going on some observations. The hairstyle is very 60s or 70s and the design of the space suit with a huge clear dome for the head and accordians at the elbows and knees looks a lot like ideas from around that time. In the mid to late 70s after star wars and televised moon landings, 2001 - a Space oddysey etc. toys of astronauts began to look a lot more like real space suits (did you ever see "Moon Men", small plastic astronauts and aliens?).
This looks to me like it belongs to a space station playset from the 60s, but from what I've seen there appear to be many manufacturers of these, I'm afraid without a production stamp it may be pretty difficult to nail its origin. You could try Plaidstallions.com, a 70s museum style site (reliving the 70s one catalogue page at a time is their catch phrase
) or a long shot would be to ask a forum member, Jose, on the transformerland.com forum. He's pretty knowledgable, but their forum seems to have quietenned down dramatically over the last year or so. Good luck!
