It makes a lot of sense, I think. They needed something they could get in a hurry, to replace the old base, it's part of an existing installation, so even though we may not have seen it, the security of the existing base would be in operation. And what's better than hiding in plain site, who would expect that.
They stated in this episode or the previous one that they have the same shielding in place that they had at their previous base, making it impossible to locate them through scanning.
The only way Laserbeak was able to find the base was to follow Fowler for a day and then figure it out after closer reconnaisance.
