They're not essential for Lio Kaiser mode but are a major part of the individual breastmasters themselves. Having a Breastmaster w/o the breast partner is like having a Targetmaster or Powermaster without their Nebulan weapon/engine. The breast partners transform from their breast plates into animals and their guns.

Very detailed explanation and excellent reference. I do love the liokaiser, but I think these Breastmasters go for a bit. Oh well,... If I come across them, I will get them but I am sure they are rare as can be.

I would never get a ~master if they were missing their binary-bonded partner. The only exceptions I make are:
1) Action Masters
2) Fortress Maximus - mine is missing Spike but he's not needed for Fort Max (just for Cerebros really)

...otherwise if I ever get a Targetmaster, Headmaster, Powermaster, Breastmaster et al., I would always make sure that they have their partner(s). I can deal with having most other accessories (although the 1988 Headmasters would have to have their helmets and head-guns) missing, but not the partners.
