For year of the goat they used mp soundwave and laser optimus, their bio write up was hey were chosen based on their "year of the" personality attributes.
Problem is this is just a good excuse to stick to mostly optimus redeco's, the fact this one has NOTHING new (least on a glance) really hurts, if I see this at myers I'll wait for clearance as I like the mold, but it better be a good clearance.

Interesting that they've called it Year of the Rooster rather than Year of the Chicken.
The first Kanji for Year of the Chicken 酉年 (とりどし) is, AFAIK, synonymous with 鶏 (とり) which means "chicken" but can also mean "rooster" depending on context. I'd like to suggest that in English we might refer to this toy as "Year of the Chicken" (or Year of the Cock if you want to explicitly refer to a rooster), and thus abbreviate it as YotC.
The reason for this suggestion is so that we reserve the "YotR" acronym for the eventual Year of the Rabbit Transformer in 2023 (assuming that Hasbro are still making these Lunar New Year TFs, which they seem determined to do each year).
I can only imagine Hasbro being at the crossroads in releasing this toy. They would have toiled with the question, Why did the Rooster cross the road?
