Why is Smokescreen's number in his alt mode 38?

is it meant to fit with his toy release number in japan or something

I'm probably wrong, but I believe Smokescreen's Alt mode is based on a real race car. But where as the real Nissan Fairlady Z was numbered 83, HasTak changed his number to 38 as to avoid paying licensing/commisioning fees or something.
