That's a good answer, since I believe Hubcap and Swerve were two of the only toys to not appear in a Marvel comics publication. And I think those characters coincidentally first appeared on the same day in 2003 – Hubcap in Dreamwave’s More Than Meets The Eye #3, and Swerve in War and Peace #3 - seventeen years after their genesis.
However, I believe there are six other toy characters who had to wait even longer than seventeen years for their first comics appearance.

Well done - Powerdasher, Ransack and Barrage were the answers I was looking for. I was also seeking Overdrive, Downshift and Camshaft. Depending on when the mail-away toys were released (early pamphlets seem to be copyright 1984, but that might not mean much) - Powerdasher or the Omnibots would be the answer - with nineteen years between their release and the cover of War and Peace #1. If they were 1985 toys then Ransack and Barrage are up there too, since they also first appeared in More Than Meets The Eye #3.
(I wouldn't have thought that Bumblejumper or the Mini-Spies really count as toy characters since they neither had official names nor Tech-Specs. And I have no idea who Buggyman is.)
