It should be buildable, all my designs tend in that direction. I try not to have parts change size or shape, or move in ways that would require four-dimensional joints. I'll even alter components based on the amount of room they'd need for a standard slider or hinge joint.
Fusion's actually based on G1 Springer's toy, with the cartoon shoulders and a couple of minor modifications. The arm transformation in this pic is new, though - the one I'd been using for the past couple of years was identical to Springer, but this one sort of came to me on the fly while I was fiddling about in Sketchup. It seems to work OK, and gives some nice shapes to the arms, even if the resulting interceptor wings are a bit thick.
Oh well, he's not supposed to be all that fast anyway.
As for weaknesses... as with the rest of the bio, it's not the whole list. I just felt that I should include enough of them to balance out him being effectively a silent, tough, triple-changing badass with more guns than Texas.
His forward-story's fairly twinky, too. Transfers to Earth in the 90s because Megatron's less likely than Shockwave to go digging into past, ah, discrepancies involving certain things going missing. Fakes his death and goes AWOL when the Decepticons pull back from Earth and retake Cybertron. Hides out and becomes a reluctant mentor to an ex-Minibot with mental problems. Sneaks back to Cybertron just in time to be underground at Ground Zero when Unicron bitch-slaps the planet. Gets peeled out of the handprint in G1S3 and takes the Autobot sigil and an Autobot City reconstruction job in preference to getting exiled to Charr and having to explain not being dead to his former comrades. Gets serious creeps from the Witwickys. Winds up racking off to exploit^Wexplore the galaxy with another recently-revived Autobot.
Maybe I should model a couple of the other characters he interacts with, too, although they're not all that interesting to me as they're not multichangers. There's the Minibot he mentors (who changes bodies at least once), the Autobot he sets off with, the poor bastard whose laser core he carries around with him, and the guy who blackmailed him and gave him the idea to bug out of the war completely.
And then there's the other members of his demolition squad, who all have fairly extensive personality bios (especially the intelligence ops fast-tracker and scout who used to be a sniper, appraiser, consultant, advertising agent and political researcher at one time or another) but, surprisingly for me, no actual designs yet beyond very sketchy descriptions.
