Yes, Hardshell is Bombshell - I'm assuming it will be a trademark issue as usual. My best guess as to why is that DC does have a Teen Titans character called Bombshell and thus perhaps Mattel has trademarked the name just in case they want to make a figure. I don't know why Hasbro went for 'Hardshell' rather than 'Decepticon Bombshell'. Maybe as a pun, because 'hard sell' has similar fiscal connotations to 'kickback'. Then again, who knows why Hasbro does anything?
It's also possible that Hasbro thought that Bombshell was a politically incorrect name because bombs are bad mmmkay? Kind of like how Wheeljack was made evil because Wheeljack is an 'evil' name in Armada or how Slag was renamed Snarl because Hasbro reckons it is rude in England despite nobody complaining about him in the 80s when the character was very prominent there.
