Help! I can't transform Leader Class Jetfire!

So I finally found a ROTF Jetfire, Leader Class. Should have been a happy day, right? Well, after going through the transformation steps (and there was just as much noise and difficulty involved in this transformation as in the movie ), I encountered a problem.

You see, I can't fully transform it into vehicle mode, and the issues is with steps 11 and 12. How the hell does he get the arms to cover the face? When I try it, the face is still visible and the shoulders aren't touching like in the diagram. Why is that? And what the hell is being represented in step 12? I followed all of the other instructions to a tee but this one has me stumped.

If you own this TF and can provide any help, please PLEASE do!

EDIT: Also can't figure out step 15.
