I can't beat the Dragon-trainer gym leader and I lost interest in the hours it would take for me to level up my strongest Pokemon to be powerful enough to win that badge. Gold/Silver doesn't have any good level up areas like Diamond/Pearl did (with the helper characters who'd heal your pokemon after each battle in certain areas) so I find it boring and a waste of time fighting a few battles then having to go to get healed, repeat x 50 to level up maybe 3 times

I'm getting Black because there is Black City with extra trainers, where as White has White Forest that has extra Pokemon to capture.
It really depends on what you want. More trainers or more available pokemon to capture.

Finish HeartGold and then buy and start Black/White. They might sell out for this month, but you can still get Diamond/Pearl/Platinum/HeartGold/SoulSilver at pretty much any store. They are stocked up, and Diamond and Pearl were released years ago.
I would guess Black and White will end up the same.

Just keep having a crack at the Elite 4. If you don't beat them the first time, then you still get the experience points from them and can try again.

Also, don't be afraid to use hyper potions, revives and full heals.
I bought 50 of each the first time I went through and came out of them with about 3 of them.
The Elite 4 will abuse full restores and so should you.

Do you have a region changer on your Dreamcast?

I did a little bit of research on that, and found this

And another forum I found this quote "If one leaves the 12v wire connected permanently the flash chip fries after a while and there's no repair besides an replacement of the flash chip itself."

Given my level up issues in HeartGold I think Black will be the way to go. JB HiFi have "a trade in two DS games and get Black or White free" deal so I was going to do that, but I probably wont play it in a while.

I'd like to Finish HeartGold first, but I'm currently in Zelda land, replaying Phantom Hourglass at the moment and I recently purchased Spirit Tracks which I want to play next.

Yep, there's a mod chip or some hardware modification i think on it and the region changer CD was the one I used. But because the game wouldn't load, I turned off the power and start up the system again and that's when i got the black swirl of death.

I think the problem still hasn't been fixed.

Paulbot, that grass south of Mahogany town (? the town with the Dragon Gym) is an alright place to train, just have a Pokemon with fly on it to fly you back.

Training in HG/SS is a pain, have you switched out your starter, because I found that it is usually at good levels for the game as long as you have it in your team fairly constantly. If you have D/P/Plat, why not trade over and train them on that game?
One Ice Pokemon should be enough to help you get through that gym.

As for B/W, not sure which I'll get and I dont really like any of the starters, I normally go grass, but Snivy is weak and boring, the grass has such a tiny movepool and is slow as anything, and the water stater is just very average in everything.

Switching to Diamond and using the trade training advantage was my plan (or trading over my advanced pokemon from that game to fight that gym battle), but I've got to wait until I can borrow my sister's DS to do the trade and since I don't see her that often I kind of gave up and moved on. My Totodile is still one of my most powerful pokemon in my party, but I think I had Pokemon with Ice moves (like Gyarados) rather than Ice type pokemon.

I kinda like the look of the Tepig, and I've never had a Fire Starter before. I've used Water in Silver, Diamond and HeartGold (and Electric in Yellow but I didn't have a choice )

I'm thinking Tepig also. I've used Fire in every generation since the wonderful Cyndaquil, as the Water and Grass starters have ever appealed to me except my favourite ever Pokemon ever, Bulbasaur.

Still undecided as to getting Black or White. What is the actual release date? I keep hearing the 10th but then a guy at Gametraders told me the 15th.

EDIT: Getting Black. It has Houndour/Houndoom.

And with that it is decided, Black for me also. I love that Firedog, even if he is only truly awesome in game for HG/SS. Too bad I cannot trade a pup from my SS Houndoom straight over to be my fire pokemon for Black...

And fair enough on the trade option Paulbot, my missus has a DS, so I never really appreciate how easy I have it to be able to trade between my games. Gyrados should be a good pokemon to have Ice Fang on, with his huge attack stat, having it at a comparable level to the gym, and lots of healing items should be enough to scrape through. If you have a decent levelled monster (ie strong enough to last a hit or two) who can learn Toxic, bring them along, and use them against anything not called Dragonair.
I had a really weak team in HG as I switched out all my early pokemon who had levelled well to see how an all water (with secondary typings) team would fare just before the rocket hideout, and found thunder wave and toxic to be my best friends.
