It's an officially licensed garage kit released in 1996. They also had Elita One and Hot Rod in that line. See here for more information.

Yeh I've been wanting a sizeable G1-esk arcee to sit next to my series 3 team(Even if it doesnt transform) but haven't quite been able to find the right one. I've even been looking at the busts, but I don't really like them. Looking into kits of her now. This one is pretty cool, she has an alt mode but it's a tad small and expensive for my liking
