More likely a putty-like form of plastic clay like Super Sculpey. It looks good if you can sculpt well.

    <--made from Super Sculpey

I think the main difference between Sculpey and Super Sculpey is that Super Sculpey is a supposedly easier to work with and also sets at room temperature, whereas Sculpey needs to be oven baked to harden. I've tried using both and I find that it's always really brittle after hardening... as in, there's no way you can play with anything made from Sculpey. At the hands of a skilled sculptor it looks good but I have personal doubts about its durability when used to customise or scratch-build toys when you play with them. I made three swords for Bludgeon out of Sculpey, and they all eventually broke. In the end I just gave Bludgeon a sword from another toy. I made a non-TF sculpture using Super-Sculpey, and that broke too.

I've tried to smooth out as much as possible. Still trying to get my head around the sculpting. I use Milliput. Sticks and hardens no need to oven bake. Very durable as you can see from the transformation of Galvy.

Bumblebee was a touch up from a bad design before using clay mold.

Cleaned it up at the front a little, still got some residual but a good paint test.

In case you are wondering what base the Bumblebee comes from. Its using Transformers Energon Ultra Landmine.

Hope you can see the amount of effort to change the figure.
