That's Mega-SCF Megatron. It's a highly-articulated PVC figurine with some interchangeable parts (hands, energy flail etc) - also comes with a Laserbeak or Buzzsaw (depending on 'anime' or 'metallic' variant) that perches on his arm.

Some nice photoshopping work there from excelonzero with Fire Convoy. We just photographed the same Fire Convoy toy several times and exelonzero later imposed them all in the same shot to make it look like there are three fire engines there.

It's from that scene in Dreamwave G1 Vol.1 where the firefighters drive their engines at Megatron.
