Optimus Prime in Beast Wars is the same as G1 Prime (as you can see here), but Beast Wars Optimus Primal is not. Here is a pic of Optimus Primal coming face to face with Optimus Prime.

Optimus Primal is a Maximal who are the descendants of the Autobots - but are not Autobots themselves (with a few special exceptions like Grimlock and the Maximal Imperium).

The original toy tech spec bios - which were written before the cartoon was created - did portray Optimus Primal as being an upgrade of Optimus Prime. However after the cartoon came out the toy continuity adjusted itself to match that of the cartoon (hence why the tech spec bios from the Transmetal/Fuzors wave onwards are in-canon with the show); and hence the previous toy bios were retconned as being a micro-continuity. Takara's tech specs for Convobat (bat Primal), which was written after the show was created, does explicitly state that Convobat is Optimus Prime - so according to them Bat Primal is Optimus Prime, but gorilla Primal is Optimus Primal.

In the Gokiverse CD-ROM Convobat (and CD ROM Megalligator) are G1 Optimus Prime (and Megatron), but the original coloured versions are Optimus Prime and BW Megatron.

WFC Optimus by far is my favourite version. I'm not a massive fan of Optimus in general but the WFC design i think is really cool and streamlined.
