I reckon she's just trying to cover her face from the sun, despite that it looks like she's holding something by her ear but maybe she has a neuromuscular injury that's left her fingers flexed? Or she's old and her finger muscles have gotten so weak they've wrinkled up like as if she's holding a phone?
Who knows?! And I do think she is speaking to someone, not on the 'phone' but the guy walking in front of her.

She did actually time travel and this is how her phone conversation went down:

Lady: 'You better figure out a way to get me back to 2067 Houston'
Houston: 'Only if you don't leave a trace that you went back in time'
Lady: 'Of cour.. **looks at camera** ...aw what?!?'
