Gutsman Heavy is correct. It's a drastic retool of TM Cheetor.

Other differences:
+ Gun-slinging gimmick - these guns can also be holstered on his legs just like in the show.
+ Opening chest - the Predacon insignia can be replaced with a Decepticon insignia or portrait of Megatron sticker provided with the toy
+ This picture illustrates the extensive engineering difference between the two toys
+ Here is the sticker sheet - it comes with Predacon and Decepticon insignias which are applied to the robot mode shoulders, which is accurate to the show model.
