Though, there has been some quite helpful and useful information come out of it in regards to shipping and box sizes, so you've actually probably helped a few people Sharky.

worst thing with that is he has not left me feedback even though i paid within 6 hours of the invoice being issued so if i neg him he will most likley give a big fat negative back

Yeah nothing worse than going through the emotions of winning the auction and then not to get the goods.

he refunded the money without any communication prior to me recieving notification i was refunded the money i wasnt given any other option other then here is your moeny back which i think means he had someone else offer more money or he underquoted in shipping and didnt want the hassle

You sure that's right? That's quite small. In metric, that's 8cm x 6cm x 6cm.

20 " = 50.8 cm and 16 " = 40.64 cm

Well all I can remember is the box I received was quite substantially bigger than that.

I'd say the guy has done the dodgey, so I would give him a negative.
