Not literally but the mistransformation I use does put his head at a more respectable angle.
Painted his face silver and now his windows are all the same colour. It does block the chest panel in bot mode, but the mistransformation I use doesn't use that, so no great loss.
I did the mistransformation years ago: it basically involved rotating his hip joint - or maybe it's his crutch? I cant remember - past a little ridge stopper. It makes him taller (he's one of my tallest deluxes - even taller than Cyclonus) and lifts his head.
Once you get him in the right spot he has phenomenal light piping.
