They can be frustrated and they can complain. But most retailers have buyers who choose what stock their going to be sending into their stores and what they wont. Supply and demand comes into play a lot too, as well as how much stock certain districts still have. eg if a district of stores still has high quantities of a product eg transformers toys, then they aren't going to be allocated more.
