I just bought
the 4-pack from this US source for just $21 (plus $5 shipping), or if you prefer Blu-ray,
the original 3 movies for $17.
(I bought a few different movies and CDs a couple months back, and they even combined shipping... as if it wasn't cheap enough already)
That actress Judith Hoag certainly plays a lot of one-off guest roles, without ever landing a big part in a series or movie. It's funny that her wiki page notes TMNT as being her most known role... and you said she turned down a part in the sequels. I guess it wouldn't have mattered,
as the 2nd and 3rd movies were fairly cringe-worthy, even by this partial fan.
And yes, she does look a lot older than 22 to me too.
As a kid back then, and even now... all I paid attention to was the turtles, splinter and the bad guys, so never noticed or cared who played April. She wasn't an important character. The demographic being targeted in those 3 movies were pre-teen, so didn't need to show sexy or cleavage* to have her be anything more than the "human element" for the audience to learn about the Turtles (like the role of Sam in the 2007 TFs movie).

was drawn with... now THAT was something to notice.
