The wings on BH Windrazor are certainly an improvement on the stunted board type wings we got from G1 Cutthroat. Shame they couldn't keep the name because Cutthroat sounded cooler, and Windrazor has been used for other unrelated TF characters. The crossbow weapon is nice, you could see him swooping down as a bird-monster-thing (or whatever the frag he is) to mess with bots, then hovering with his wings in bot mode and shooting them full of bolts. Transformation is fairly simple, a nice little figure overall

Great articulation in the wings for Bird mode as well.
I reckon that they could have improved the elbows with a bit of a design change in the way it grips the ball joint. Then he would be very nice indeed!
I would have liked to see him with a different weapon as well. I think he has a wind bow or something? Sounds like they got the weapons for Rippersnapper mixed up, as the G1 toy had a Hurricane gun IIRC.
