I doubt he will be.
I'm assuming he's going to be another MTMTE styled figure, and we haven't seen anything to suggest he's a HeadMaster yet, so many fans probably don't even consider that a part of him anymore.
The bigger reason is the edict from Archer way back, saying that they wouldn't do HM's, because of too many kids losing the heads and then having an incomplete toy that had become useless (as evidenced by the number of headless of Headmasters you see everyday on eBay).
That's why Energon Omega Supreme had that second smaller head, so even if you lost the big head, it still had a head of sorts.
Of course, now that Archer is no longer with the company, that edict may not be applicable, but I certainly think it's something that the current regime will stay the same on.

What's interesting is that thanks to Monzo's list, we can see that we almost got a Sky-Byte in the past. There's a listing for a Deluxe, which is old and matches up to the Universe 2.0 period, and there's the current listing for the Voyager version.
So at least Sky-Byte fans can be happy that they've taken a step up in the world.
And what's ALSO interesting to note is that two of the listings match up. Tank = Chromia.
So speculate away.
The list has further been divided into matching assortments, but I'm not sure about that. In general female figures tend to sell less than males, and the assortment in question would have 3 of the 4 toys being females: Arcee, Chromia, Windblade, and then the 1 male character.
It also suggests that the general assumption that Arcee and Chromia would share a mold may be wrong. It's pretty rare for retools to share a wave, although there is recent precedent with FOC Soundwave and Soundblaster.
