So I guess it gives them the option of a future redeco to have just a new forehead piece screwed on, for that hidden face to then be the visible face.
We've seen that Exhaust has a completely new whole face, so not sure why this would be done if they didn't plan to use it for a future toy.
Maybe FunPub/Ehobby exclusive Shattered Glass Wheeljack... because of the moustache.

Exhaust looks to have an entirely different head. Perhaps...
* They initially planned on having a cheaper option of only having a new face plate, but later decided to just go for a whole new head.
* They just wanted to give Wheeljack this little Easter Egg like they did w/ MP01 and there was never any other initial intention behind it. Derrick Wyatt must be stoked (if he knows about this).

I got the Dr. Wu blue ears face for my Masterpiece Wheeljack.
