I tried to do the same on Friday to no avail. Looks like Activision are pulling an FOC and releasing it only online for the PC.

I won't be able to get Devastation on Steam. Due to some russians trying to hack my steam account, I had to block it which means I'm only gonna be able to play it on my PlayStation

It should. There's no option to pre-order yet, but Steam does have a store page set up for it.
