You'd think the police would have better things to do - like crack down on Supa Soakers. Don't they know were in a drought

Yeah, I'm not sure what the police can do about droughts and other natural disasters though... :/

He is not saying that police should fix the drought, he is saying that police should stop people from using super soakers that use water
