Hasbro are certainly making this confusing for us. Two characters within the same series/universe with the same name but opposing allegiances.
Is this a first, or have they ever done that before?

Rarely. At least in this case one is an obscure toy-only character and one is an actual on-screen character.
Technically it's Walmart's fault. Jolt and the other Walmart exclusives were supposed to be Universe toys.

Hasbro's likely relying on the fact that Movie1 Jolt was toy-only and thus very obscure (outside of the fandom at least), whereas Movie2 Jolt is likely an on-screen character.
