The new Wheelie toy (character actually transforms into a remote controlled truck, so it meant to be a tiny infiltrator/recon) has been seen at one of the usual Asian sources.

    Can be found here:

    And mirrored here:

It looks a bit big to be a Basic, but is way too small to be a Deluxe. And doesn't look to be a working RC toy.
It also looks to be another toy with 2 allegiance symbols on to confuse the kiddies... But that may well be another plot element, as there appears to be a theme in TF2 that relates to allegiances - maybe to do with uniting against a greater threat.

The TF2 toy designer needs to get away from the wheel-feet concept.

I think that Wheelie is meant to have the faction swapping gimmick: SPOILERS

As his bio stated he is a coward and informs the Decepticons with intel on the Autobots because he is scared of the Cons .

The wheels-on-feet 'theme' wouldn't be on Hasbro's end, unless the movie animation models/props don't have wheels on their feet. Hasbro are just stuck with replicating that 'feature' if they appear in the movie... If they have time (like the absence of Prime's sword in the first toys)

Love the alt mode, can't say much for the robot mode though. Is it open season on Wall-E's intellectual property or something?

He's definitely tall alright. For those who have a lockdown figure can really say so.
