The G1 seekers have seats for figures that were also 1/60 scale but the rest of the jet is obviously undersized for a F-15.

So, that would mean if the toys were made to size accurate comparison back then - size changing tech a nonfactor, G1 prowl obviously will be no match for MP size Starscream in a fair fight.
